This sounds like an issue that others are having. Don't know if any of this may be of use to anyone else. Finally I went back online, logged into Norton Management verified my phone had been added to that site and was linked to the premium NMS program, then went to the NMS site and verified that my phone was showing added with the same license info as the app on my phone.

When I clicked on license information in the app, instead of showing "none on file", it showed my original purchase date, app serial number and that I had 439 days remaining in Norton Premium. After choosing "Sign In", low and behold, this time the app properly communicated with the NMS site, read a registered, valid purchase on file and my premium purchase showed up on the app on my phone. I opened the program, went through all the screens and once it came to the end showing the free 30 day trial, I clicked on "About" and was given the opportunity to either "Create an account or Sign In".

Once my phone had restarted I went to Google Play and installed the "free with upgrade purchase" program. Restarted my phone again (for luck, I guess). Once the NMS site verified the product and accepted the registration, I DIDN'T follow through with downloading the product, verified once more that both the NMS and the Norton Management sites showed no Android phone. After my phone was up and running, I went online from my phone to the Norton Mobile Security site, selected "Register a Purchase" and the ONLY thing I did was register the purchase by pasting the product key into the box and clicking "verify". After that I uninstalled Norton Security and Antivirus from my phone and rebooted it. Then I logged out of both sites, closed my Chrome browser, went to settings, Apps, Chrome and deleted my cache. I went to the Norton Mobile site, logged in and deleted my phone from that site. First, I went online on my PC and deleted my phone attached to the mobile security program. Hallelujah! I finally got my Norton Premium showing registered both on the Norton Mobile Security site AND on my phone! Here's how I did it.
